I don’t know why I see Thrawn not initially being a touchy person, but
with humans he’s started mimicking how they casually touch each other. And at
first it’s just the strangest thing because he touches people at the wrong
times and it doesn’t exactly make sense, but everyone just lets it go because it’s
Thrawn and he’s trying his best.

Like he gives Pryce a high five for a job well done, or squeezes
Yularens’ shoulder because they found a lead. He pets Eli’s head when he’s
feeling bad.

Eventually everyone categorizes thrawn’s strange gestures as “thrawn’s
gestures” and understand that they’re separate from human actions, and all have
their own strange meaning to them.
