MUN: Thrawn, denial is not just a river in Egypt. The Chiss controlled their population due to scarcity of resources and they justified genocide among their people. Dirty deeds for a reason. They found a way to detect Force users and they killed them – not all of them. And the few who were lucky were absconded to the Jedi when available. At least that’s our headcanon. Why’d they do it? Stories are partially using “Brave New World” fascist mentality.

Do I think it’s possible the Chiss would murder force-sensitive younglings? Absolutely. To me their society is founded on order, pragmatism and a Utilitarianism forged in ruthlessness (which has formed, as you pointed out, from their environment.) And Young Chiss with force powers would be rare enough to upset the balance of power/social order, and that’s a big Chiss NOPE. (They could also be used as tools to benefit society as a whole, but all that power in one person…. I don’t think the Chiss would like that)
They are also a people of intense pride and are into tradition and ritual (off the top of my head the greeting ceremony in outbound flight comes to mind). I don’t think they would murder younglings outright…. But put a veneer of civility on it.

My first thought regarding this was witch hunts…population control pogroms disguised as witch hunts to root out the threat of these “unnatural demons and sorcerers” that pose a threat to the balance of power set by the Ruling Families. (I’m kind of playing with this idea for one of my fics.)
But then I figured, well, that would involve a lot of sowing paranoia among the populace, and considering how much the Chiss value order and rationalism, it would end up turning all good society into a mess…the complete opposite of what the Chiss stand for.

MUN: The Chiss were known in Legends to be bitten by the Killiks for slave hive mind tactics. The Chiss developed a competent military force to defend from the Swarms. They encountered the Vagaari and their slave trading incursions until Ar’alani encountered the Yuuzhan Vong or Far-Outsiders – a completely different threat. One the Chiss will need to reach out to other parts of the galaxy.
Besides, most Force using Chiss joined the Dark Side and trained as Sith on the planet, Thule. Sev’rance Tann and others from the Sith Wars and SWTOR. Though, this is all Legends material, we still consider it for headcanons, metas and fanfics.
When we said we’re getting the Chiss back in this campaign, we just started with Mitth’raw’nuruodo…
