It is a part of his Zen for deep thoughts, and he can surf the beach if he wants.

How it occurs
Thrawn attended an art gallery opening in Canto Bight on Catonnica, dressed in his distinguished military black uniform adorned with gold embellishments and a crisp black cape. The exhibition showcased a blend of traditional Canto Bight art and more avant-garde pieces from the Outer Rim. As Thrawn navigated the bustling streets of Canto Bight, his sharp red eyes scanned the faces of passersby. His attire commanded attention and respect, befitting his status and reputation. Upon entering the gallery, Thrawn felt a rush of excitement and curiosity. Art had always intrigued him, serving as a window into different cultures and perspectives.
He encountered his captain, Gilad Pellaeon, who was engrossed in observing art. Pellaeon appeared perplexed by the piece before him. After studying the painting intently for some time, Thrawn finally broke the silence, stating, “Strategy without tactics is the slowest path to victory. Tactics without strategy is mere noise before defeat.”
