As far as can be seen, Chiss have red sclera and red pupils. Currently the basis of this decision is from The 501st Legion costume reference library that allows red eye contact lenses for full costume approval. So it seems in the general idea, the Chiss have sclera and pupils that are red, which are visible.
Chiss men/women have hair. But it’s blue/black. That’s harder to do. It is a work in progress. The hair cannot be another color for costume approval. Therefore either a hair coloring or wig must be used. As for the art, there is no standard other than the variations seen. More information will probably be released over time. We just don’t know and can use help.

Since this is not a roleplay blog, we are currently not including that in our storylines at this time due to a lot of behind the scenes infrastructure we’ve got in store for the new season.

As far as cutting back his “persona”: Part of our PITCH says not to do that to him. Watering down THIS character for the Star Wars Rebels would make for bad storytelling and we think the creators KNOW this fact.
The Disney executives do not. They think that Star Wars ended in 1983 after “Return of the Jedi” and the attempt to water down THRAWN would be made by them, UNLESS they were given a viable, feasible, and profitable reasons not to do it. What are they?
Off the top my head here is what we think the reasons and I need more and you can disagree with me on the merits.
1) The Chiss are now the equivalent of the “Star Wars Vulcans” from Star Trek. We have an opportunity to honor Mr. Leonard Nimoy in Star Wars, which is not unheard of. We can have characters that use logic to defeat their opponents rather than just blasters and lightsabers. And we know THRAWN is a bit more “violent” than the Aristocra allows and sometimes “irrational” since he’s a villain. Besides, it’s STAR WARS we can add stuff to the Chiss that’s special. Why be tied down ONLY by the books?
2) Kids, children, younglings, young people need to know more about fine arts, art, anything appreciating art, period. That’s marketable. That will make it happen. IDGAF if it is “paint by numbers”, all kids should learn about art… Because…when you understand the art… 😉

That’s a good question: Do we want to see “any Chiss” species in Star Wars Rebels?

Well, you saw Agent Kallus ( agentkallus77 ) was suppose to be a Chiss. For some reason they went through many iterations of his character’s look and decided to create him as we see him today. So it is possible the creators thought of having “any Chiss” in the show.
But our group wants THRAWN specifically because of the known pre-”Heir to the Empire” backstory, which we think can be retconned. We have to accept those changes to his backstory pre-HTTE. We cannot vice grip that part except for the following:
THRAWN IS A CHISS (a guy with red eyes and blue skin)
THRAWN IS A MILITARY GENIUS AND STRATEGIST
THRAWN CAN BEAT FORCE USERS WITH HIS LOGICAL MIND
THRAWN IS AN IMPERIAL OFFICER AND LEADER
Those ideas above are what we won’t negotiate on. Other than that, I mean…yeah…C’boath might have to be negotiated. How many wacked out old Jedi do we really know? I mean he was a clone, right? I don’t know? Is that something that your truly tied into?
Then how much “origin” are we going go into about THRAWN? Do we have to? That needs to be worked out and joining one of our planning committees to implement that is what we need help on:
